Overview

(CybEx) a joint venture (JV) of Quantum Research International, Inc. (Quantum) and PeopleTec, Inc. (PeopleTec) was awarded a $504,000,000 Multiple Award IDIQ contract with a nine year ordering period contract in support of the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command’s (USASMDC/ARSTRAT) Design, Development, Demonstration and Integration (D3I) Domain 2 (D2) Program. The D3ID2 program provides for the development of Data and Information Systems, Mission Command (Command and Control), Communications and Computers, Cyberspace, Data fusion, Data Integration, and Data Exploitation. Team CybEx is comprised of highly qualified and proven contractors, academic institutions and National Research Laboratories. CybEx offers a team of diverse best-in-class technology firms providing proven capability for every aspect of the USASMDC/ARSTRAT mission. Our technical capabilities and management approach demonstrate our integrated understanding of the requirements of the D3ID2 Statement of Work, our ability to successfully accomplish these requirements and proven methods we use to manage a large IDIQ contract with multiple simultaneous complex tasks. Because cyber security, mission command and data exploitation permeate almost every DoD agency and their missions, CybEx’ s experience and capabilities will provide innovative and cutting edge solutions to USASMDC/ARSTRAT and the Warfighter. It will provide enhanced capabilities to the USASMDC/ARSTRAT mission by supporting the conduct of research for the development of hardware components and software solutions for Space, High Altitude, Missile Defense, and Cybersecurity related systems.

Overview

OASIS and OASIS Small Business (SB) is a group of seven, distinct Governmentwide multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contracts that provide flexible and innovative solutions for complex professional services. Each OASIS contract or “Pool” has a ten-year period of performance (five-year base plus one five-year option) with no program ceiling providing the benefit of long-term planning for complex program requirements. CybEx, LLC operates under an OASIS Pool Unrestricted (UNR) 4 contract.

OASIS Contract Features:

• Provide a single solution vehicle for complex requirements
• Support multiple technical disciplines and mission spaces
• Provide funding for both commercial and non-commercial acquisition
• Allow flexibility for all contract types, including hybrids and cost-reimbursement, at the task order level
• Include ancillary support components, commonly referred to as Other Direct Costs (ODCs) at the task order level
